One thing I know is that a set without a $500 or $1000 chip is very hard to sell, aka the Maxamillion out of New York that was closed down. Lot's of $25 and $100 chips available, but without the $5's and $500's, it's pretty hard to make a sellable set. Even though a tournament set of $25 and $100's is more than good enough for a game but I have a hard time convincing anyone that they can actually play a game with 2 denoms.

I would also say that a playable set needs to be at least 300 chips with 4 denominations if possible.
