i don't see a lot of equity in flat calling, so i agree it's probably either push or fold. if UTG is loose/aggressive, he'll call with his flush draw, any over pair (let's hope it's 88 or 99), and may call with AKs or AQs.
if you push and BB has you beat, you have very very few opportunities to improve. you stand to win $25 from UTG if you have him beat AND your hand holds up.
a borderline situation i think. at $0.25/$0.50, the min raise from UTG could mean just about anything from AK (testing BB about how much he really likes his hand with this flop) to AA (doesn't understand protection well enough to know that $4 isn't enough).
hell with it - push 'em in.
