Either will work - it really depends on the number of chips you have. Perhaps figure on T25 greens ...
14 players x 12 chips = 168 chips needed - which would allow you to have
21 players x 8 chips = 168
or
20 players x 12 chips = 240 chips needed which would be flexible enough for
30 players x 8 chips = 240
If there are alot of rebuys in the tournament - go with 12 but don't hand out any more green when re-loading. If go with 8 chips - have the starting stacks ready to hand out again.
