I have a sample set of those. They're Chipco.
It's an older design, so they don't have the "CI" on the faces, but they do have the white ring on the perimeter, and the denominations printed on the rolling edges. You can tell from the texture of the faces, the sound, and the rolling edges that they're Chipco.
