I second that, though its good to have a complete design concept in mind, i would save your bullets for the 614 and 4D14 chips. You can always order the remaining in the future.
First, i think you should have $$$ on your inlay. Denoms without $$$ just look unfinished to me unless your set is specified as a tourny set. Even tourny sets sometimes have the $$$ sign but i had never seen vice versa.
Progression, usually u move from simple to most complex. Complex doesnt necessary mean more edge spots as i think the V-spots are more complex than the 614. But given the options we have to work with, its safe to say that the number of spots are the indication of complexity.
