I run a weekly 30 person tourney with cash games mixed in. I have my own written house rules. I have them posted in this forum for your reference. IN ADDITION to my house rules, to handle things such as MIS DEALS... I use ROBERTS RULES OF POKER. They are generally considered the standard and used by most card rooms. I recommend that you print a copy of them, and modify them as you see fit if there is something you don't like. As for penalties, well my games are well run and I don't usually run into any problems like you pointed out. However, ocassionally a new internet player will show up and have a rude awakening to live play. As you will read in my house rules, if you are not familiar with them, you will be educated harshly. We aren't nice on fixing people on house rules.

You will futhur read that repeated violations will require a poker rule class, by me, at my convenience before they play again. I have had many people come for a class anyway, for them to better run a game (I run this along with a dealing class). Continued violations after harsh upgrading and teaching results in expulsion from my place never to play again. There are some things like discussing a mucked hand during a hand in play that will get you kicked out immediately.. IE F**K SHOULDN'T HAVE FOLDED MY 52os I WOULDA FLOPPED A STRAIGHT. Well this isn't meant to be a rehash of my rules. But they are posted if you would like to use them for ideas or just use them as they are. Again google Roberts Rules and print a copy. Hope this helps.
