I can't speak to which site is the best after factoring in shipping and promo codes, but I have seen them at discountcasinogear.com for $0.0519 per chip and 5stardeal.com for $0.06 per chip. There is also a place that sells rolls of 25 for $1.38. Since you are buying a couple thousand, it may be worthwhile to look at the pricing on sets. I only bought ten of each color to sample, so haven't scouted the deals on bigger quantities or sets.
