Well, that could make for a lot of wasted time & distractions with always making change at the table. And some players don't like to give up their chips or make change at all. Theoretically, what you suggest SHOULD work, but with human nature it doesn't always make for a smooth game. It is easier on everybody (but takes more chips) if the rebuys look exactly like the original stack.

You might want to consider fewer of the low denoms and more of the mid denoms. For example, 10/18/5/2 gives you T$2000 and still a nice stack of 35 chips. We've found that with blinds starting at 5/10, the $5 chips tend to get used only for blinds and limping, and people usually end up with extras they never use. Once you color them up, you have a bunch of chips you paid for and only used briefly. You can buy more medium chips and get more table value for the same amount of money you spend on your chips. (Or you can buy what you said and have more $5s for rebuys.)
With this 10/18/5/2 stack you can still buy a 500 set and have much more flexibility to go around.
100 x $5
200 x $25
100 x $100
(maybe a few more)
50 x $500
50 x $1,000
(maybe a few less if you buy more $100s)
This gives you lots of extras at the medium/high denoms for colors ups. It lets you race off all the $25s and still cover all the money on the table with 3 denoms for some exciting short-handed play -- without lots of useless $25s hanging around.

Excellent choice. Without denoms, especially for newbies, you waste a lot of time asking, "what is this red chip again?" or having people place the wrong chips in the pot, got corrected by somebody else, and bet again. Denoms all the way for me, even if it limits your flexibility somewhat. (Can you get £ chips, or will you use $, or get chips with values but no currency sign?)
Just my 2p worth. After you run a few tourneys, you'll see what works for your group.
