New Casino Chips Oiled?

Does new chips delivered to the casino normally have a oily coating?

I just got a bunch of chips from someone who deals poker there and got them before it was used in games. They are all in mint condition with sharp edges. Every chip has a very slight oily covering and smell. Is this normal or did the original ower oil them?
