Well if you kept the game as a .25/.50 limit, and kept the blinds at .25/.25, the min bet pre-flop and post-flop is .25, on the turn and river it is .50, capping the betting round then would make it .75, pre-flop/post-flop (total of $1.50), and $1.50 on the turn/river ($3.00), so in all a player would need to have $4.50 to play the hand out with max betting each round.
So the easiest [insert cheapest] way to achieve that would be 4- $1 chips and 1- .50 chip, but in the pre/post flop rounds you would need at least one quarter.
So.....you could do this set up with more .50 chips and fewer .25 chips, but I think you would have players making more change between themselves.
Now, if your going to get a 500pc set and you want to give your players a decent sized stack but still keep your cost down I would only get .25/1.00/5.00
