Most european countries have gone to the euro, which now makes the fr. chips (jetons and plaques) obsolete.
Generally speaking, chips from a closed casino can certainly represent a greater value than those from an open casino, HOWEVER!!!! It is not unusual for all the chips of a casino that is closing to suddenly come onto the market. When this happens, then the "generally speaking" is not valid.
European chips (here in America) are not as in-demand as other gaming jurisdictions.
I've looked to the on-line price guide (eBay) for your pictured chip and note the following...
One is on eBay now, ending in four days and is at $3.00. One closed last week for $7.11 plus $2.50 postage. Here is the link to the current auction:
