This always winds me up. I mean, they are hoping to win the pot right? So they are hoping to get all these small chips back. So whats the point? It just wastes time.
That's actually a pretty classic tell. Not 100% effective but it has been useful to me in the past. FWIW the "one chip rule" is if you throw in an oversize (denom wise) chip it's just a call unless you've verbally declared a raise. i.e. the action's to you and the bet is $3 but you throw in a $5 chip without saying anything, you've called and nothing more.
