For a cash game, you could go with $.05, $.25, and $1 chips.

For a $5 buyin, give each player
20 x $.05
16 x $.25
----------------
36 chips per player.

So for 10 people, you'd need:
200 x $.05 chips
160 x $.25 chips

For rebuys, make the third color a $1 chips, issue 5 of them, and have that player make change from somebody else.
