not sure what you mean, but the board needs only to have 3 low cards, none of them paired...

basically, a low hand can be any combination of 5 cards A thru 8 with no pairs (straights and flushes are inconsequential)
so, the best low hand is A2345, and the worst is 45678. also A3456 beats 23456, etc....
