O8 qualifying for low

Here's a dumb omaha question and I can't believe it hasn't come up before mostly I guess because the gypsy game I play in has no low qualifier...

Is there a low hand given a board like...

Also, to qualify for low must your hand be better (i.e. lower) than 8,7,6,5,4?
If so, that means if the lowest hand was 7, 5, 4, 2s, 2h it wouldn't qualify & high hand scoops?
Just to make sure I have this right, the board _AND_ your hand must qualify for low?

Thanks.
