Those are Blue Chip chips on the "fan of flames" mold (commonly mis-referenced as the seashell mold). Although I cannot give you a blow by blow historical account of the Paulson clan, I do know the Blue Chip company was indeed founded by one of its members - I am sure many other members could give you the specifics. I don't know anything specific about that particular inlay, but the mold itself is very common and not at all hard to find.
