The rule about having more of the two lowest denominations still applies here - but since you actually want three (or more) sets in one (cash, T1000, T10000 and a lot inbetween) you have to apply the rule to each of your "subsets". Most of your denominations will be one of the two lowest in one of your setups: Cash: NCV (as 25c I presume) and $1. T1000: $5 and $25. T10000: $25 and $100. That's why your set gets very "flat" with almost the same number of chips in each denomination.
What you gain in versatility you of course have to pay with having more chips. If you wanted only a cash set, only a T1000 set or only a T10000 set you may only have needed about half the chips you want to buy.
I think you have enough chips for rebuys not being a problem in a 10 player game.
