It could be that your floating IP (as you described) is the issue, and combined with your quick cash out they may be trying to verify that you did not have a previous account and use instant bankroll for a free hundred bucks.

Either way I would definitely not give them any information if you already have the money out. Party is not based in the US and just as you can't do much to them if they screw you, they can't do much to you either other than lock down your account. If you are not going to play there anyway just tell them in your most polite Eric Cartman voice to "suck my b@lls!"
