While I'm not saying that I would have laid that set down, I can see a couple of different reasonable lines of thinking that he may have been considering.
1. after he checked there was a bet AND a call and if he had read Sklansky's Theory of Poker he would have to consider that while the bet doesn't necessarily amount to much, the call with another person left to act behind should make him believe that someone has a big hand. Based on the cards on the board someone could have already made a straight8, made a higher set, or even have a reasonable draw to a str8.
Couple that with the fact this is the final table and moving up just one more spot equals more money, and I can see why he might decide not to gamble right there.
I wouldn't have folded, but I can see why someone in that situation might.
I definitely wouldn't have said anything about it, and I'd probably change my name and phone number after the showing. You just know he is going to get some major harassment!
