It looks like he uses the same type of setup we use in my Air Force squadron. If he uses the same type of vinyl, I wouldn't worry much about them coming off...we put the vinyl on fighter jets, and it can take up to a year before it shows signs of wear...and that's on an airplane that is out in the weather and flies at 400mph regularly....
My only question is why does his cost go up after 4 colors? We use 4 color process foils...What that means, for anyone who isn't familiar with the printing process, is that there are 4 color cartridges we use (Yellow, Red, Blue, and Black). The printer prints one color at a time, and then resets for the next color. The four color process can make up any of the pantone standard colors....so, I don't know why he would charge more for more colors....Unless he uses spot colors (A seperate colored cartridge for each individual color).
