Full Tilt is considered one of the better poker sites out there as far as players go...Pokerstars is considered one of the softest in the lower limits (.5/1 and down), but not as soft as Paradise or Party Poker.
Not sure why ya think Full Tilt is the fishiest....its actually a much tougher site player wise even at the lower limits.
If you want to play in the Chiptalk tournies then you need to play on Pokerstars. It is not a bad place for you to start out on. You can deposit as little as $25 via Neteller, though I would recommend starting with $100 so you get at least a $20 bonus from your initial deposit (20% bonus).
You can then play the .05/.10 cent tables to get your feet wet and win your roll up to about $150. Once you have $150 you can move up to .25/.50 cent tables and start earning that bonus (You cant earn it at .05/.10 but it is pretty vital you play those tables if you feel you need the practice to tune your game up).
Edit : And invest in Poker Tracker as soon as you possibly can. You can import up to 1000 hands for free, but after that you need to pay. The software is $55 to register and worth every single penny.
