Looks sane. I would do:
blue - 60
White - 240
Red - 200
Green - 80
Black - 20
Just so they fit into chipracks neatly. If you're planning on using the chip boxes with covers instead, stick with the multiples of 25. Another thing you might consider... since the non-spotted chips are a one-run type of deal you could go ahead and just get 100 of them, stealing from your others somewhere... you'll be able to have another run of the edgespots made in the future if desired.
